A notarial certificate is almost always required because of a third party: a bank, an authority, a court or a consulate. The practical questions are which certificate they actually ask for, what to bring, and what it costs. All three answers are on this page.

Apostille and digital apostille

An apostille is a separate certificate, issued by the court or by the Ministry of Foreign Affairs, confirming to a foreign country that the signature on the document belongs to an authorised notary. A document intended for use outside Israel usually needs both certificates.

Apostille and e-apostille

Notarial certification

A certificate issued by a notary and presented to a competent authority, to a bank or to a body abroad. The type of certificate follows the action required, not the type of document.

Notarial will

A will signed before a notary is a will made before an authority under section 22 of the Succession Law. The fee is fixed in the regulations according to the number of signatories.

Signature authentication

The most common notarial action. It is done in person, since the notary identifies the signatory and witnesses the signature. Where someone signs on behalf of a company or another person, the documents proving that authority are added.

How certification works

Notarial power of attorney

Required mainly before authorities abroad, in consular powers of attorney, and wherever the receiving body asks for notarial authentication. Revocation of a power of attorney is also recorded as a note with the notary.

Online notary and digital certificates

The office issues and certifies notarial documents digitally and securely, including electronic apostille. Signature authentication is done in person.

Notarial translation

Certification of translation accuracy is provided in Hebrew and English. In Arabic, French and further languages the translation is prepared at the office and the notarial certificate is given on the translator declaration. A short check with the receiving body points to the right certificate.

A financial agreement made before the marriage can be authenticated before a notary, as an alternative to approval by the Family Court.

Notary fees 2026

Notary fees are fixed by the Notaries Regulations (Service Fees), 5739-1978. They are identical at every notary in Israel and are updated on 1 January each year in line with the Consumer Price Index.

Amounts current as of 1 January 2026. The first column is the amount prescribed in the regulations; the second includes VAT at 18% and is rounded to the shekel.

A service provided between 19:00 and 08:00 the following morning, or on days of rest, carries a supplement of 50% of the prescribed fee. For action outside the office, travel expenses are added. Amounts are updated on 1 January each year under regulation 4.

What to bring

Three details that allow the whole matter to be completed in a single meeting.

Original, valid identification

By law, identification is made using an original and valid identity document. Where someone signs on behalf of another person or a company, the documents proving the authority to sign are added to it.

Knowing which certificate is required

A notarial certification, a certification of translation accuracy and a translator declaration are three different documents. A short check with the receiving body points straight to the right one.

Checking whether an apostille is also needed

A document intended for use outside Israel usually also needs an apostille. Checking in advance allows both certificates to be completed in the same run.

Three steps

Establishing what is required

The body requesting the document is the one that determines which notarial certificate is needed. A short call clarifies the type of certificate, the language, the number of signatories and whether an apostille is also required.

Preparing the document and verifying identity

Documents are checked in advance against the Notaries Law and the regulations made under it. At signing, the notary verifies the identity of the signatory and that they understand the meaning of the act, as the regulations require.

Signature, certificate, and apostille where needed

The notarial certificate is drawn up, signed and impressed with the notary seal. Where the document is intended for use outside Israel, an apostille is added.

What the law says

Every fact in this section comes from the Notaries Law, 5736-1976, and the Notaries Regulations (Service Fees), 5739-1978.

Eleven powers

Section 7 lists the powers of a notary, among them authenticating a signature, certifying the accuracy of a copy, certifying the accuracy of a translation, receiving and certifying an affidavit, certifying that a person is alive, and authenticating a financial agreement made before the marriage. (Notaries Law, section 7)

Certification of translation accuracy

Certification of translation accuracy is given in languages in which the notary commands both the source and the target language, and has prepared the translation or checked its accuracy. At the office: Hebrew and English. (ibid., section 15)

Translation in further languages

The translator declares the accuracy of the translation before the notary, and the notary certifies that declaration. This is how notarial translations are provided at the office in Arabic and French. (ibid., section 7(5))

Signing on behalf of another

A signature by someone signing for another person or for a company is authenticated once the right to sign has been proved to the notary by documents that provide evidence of it. (ibid., section 14)

Documents intended for use abroad

Some of the actions listed in section 7, where the notarial document is required for use outside Israel, are reserved to a notary. (ibid., section 8)

The fee is fixed, and it is updated

Every amount prescribed in the fee regulations changes on 1 January each year according to the rise in the index. (Notaries Regulations (Service Fees), regulation 4)

How much does a notarial certificate cost?
Notary fees are fixed by the Notaries Regulations (Service Fees), 5739-1978. They are identical at every notary in Israel and are updated on 1 January each year in line with the Consumer Price Index. In 2026 the authentication of a first signature is 232 shekels including VAT, and each additional signatory on the same document is 91 shekels. The full table appears earlier on this page. How long does it take?
When the documents are ready and identity can be verified, the notarial act itself takes minutes. What sets the timetable is the preparation before it, mainly for documents involving translation or an apostille. Scheduling is done during office hours.
What is the difference between a notarial certificate and an apostille?
A notarial certificate is the notary certification regarding a signature, a copy, a translation or an affidavit. An apostille is a separate certificate, issued by the court or by the Ministry of Foreign Affairs, confirming to foreign countries that the signature on the document belongs to an authorised notary. A document intended for use abroad usually needs both.
What is the difference between certification of translation accuracy and a translator declaration?
Certification of translation accuracy is given in languages in which the notary commands both the source and the target language, under section 15 of the Notaries Law. What should I bring to the meeting?
An original, valid identity document is the basic requirement, since the notary must identify the signatory. Beyond that the original document is needed, and where someone signs on behalf of a company or another person, the documents proving the authority to sign are added. Can a notarial certificate be obtained remotely?
Online notary services and electronic apostille are provided at the office in practice, allowing documents to be issued and certified digitally and securely. Signature authentication is done in person, since the notary identifies the signatory and witnesses the signature.
Does the notary travel outside the office?
The office attends homes, hospitals and nursing institutions where the person requesting the service is unable to come. The Notaries Regulations expressly provide for action outside the office. Arrangements are made in advance during office hours.
Is an Israeli notarial certificate valid outside Israel?
Yes. An Israeli notarial certificate is recognised in many countries, and for presentation to a foreign authority an apostille is usually added, confirming that the signature belongs to an authorised notary.
